Pin announcements or documents

Centre send an alert message, newsletter, community post, policy update request etc. Centre would like to have the ability to pin that message to stay on the top of the other messages such as learning obs etc.
Pin and unpin option
Maybe a timer added for e.g. pin it for 10days, or until X date.
